Network for HTA research and evidence-based policy in Asia.

What is HTAsiaLink

HTAsiaLink is a network of organisational and individual members who are involved in HTA research and evidence-based policy decision-making in the Asia and Pacific region. Organisational members include HTA institutions, government HTA units and other relevant organisations. Individual members include researchers, academics and professionals in the field of HTA.

HTAsiaLink serves as a platform for knowledge transfer and exchange related to evidence-based priority setting, with the main objective of enhancing the capacity for HTA research and promoting the integration of HTA evidence into policy decisions. The network was formed to address the need for strengthening HTA capacity in Asia and promoting the use of HTA evidence in policy decisions.

As a non-profit network that operates on a voluntary basis, HTAsiaLink remains accessible to a wide range of organisations and professionals. There is no membership fee, and organisations or individuals affiliated with the for-profit industry are not accepted as members.

With support from Universiti Sains Malaysia (Malaysia) and China National Health Development Research Center (CNHDRC) (China), the network has since expanded to 63 organisations from 20 countries and settings. The first annual conference was held in Phetchaburi, Thailand in 2012; the network has met 13 times since. See the conference history.

Vision

To be a hub for advancing the Health Technology Assessment (HTA) ecosystem across the Asia-Pacific region.

Mission

  • To strengthen individual and institutional capacity in HTA research and evidence integration into policy.
  • To enhance organisational efficiency through collaborative activities.
  • To facilitate the sharing of HTA knowledge across Asia-Pacific and beyond.

Strategic Plan 2025–2030

Five strategic goals

The first HTAsiaLink Strategic Plan is a shared roadmap for strengthening and advancing HTA across the Asia-Pacific region. It sets out strategic goals, a path forward and impact measures.

  1. Goal 1

    Grow and strengthen HTA capacity among members

    Cultivate professionals in HTA in Asia-Pacific through tailored and accessible learning opportunities, equipping them to contribute to institutional HTA processes at subnational, national and regional levels.

  2. Goal 2

    Serve as a regional knowledge hub

    Use HTAsiaLink's online and offline channels to streamline knowledge sharing and drive engagement with members, policymakers, academics and non-profit international organisations.

  3. Goal 3

    Expand and strengthen collaboration

    Enhance value to members through active participation and collaboration, while building strategic partnerships with international organisations and networks beyond the region.

  4. Goal 4

    Promote HTA utilisation

    Increase awareness of HTA's value in informing decision-making by engaging global and national opinion leaders and other non-member stakeholders.

  5. Goal 5

    Foster sustainable network growth

    Diversify resources, optimise financial management and foster leadership within the network.

Governance in brief

The Council is made up of one representative per country or setting. It meets at the annual conference, reviews membership applications and elects the Board, the network's decision-making body. Board decisions are consensus-based and the term is one year.

The President is designated by the organisation hosting the next annual conference; the Vice-President by the organisation hosting the conference the year after. The Secretariat is an organisation designated by the Board for a term of three calendar years.
